Ex-Chancellor of Manav Bharti University, Ram Kumar Rana was granted bail by the High Court of Himachal Pradesh. He is accused of selling fake degrees.
The Bench of Hon’ble Justice Anoop Chitkara was hearing the matter. The accused was booked under Sections 120B, 420, 467, 468 of the Indian Penal Code.
The counsel for the petitioner submitted that petitioner was just the Chancellor and in fact it is the Vive-Chancellor and other administrative staff is responsible for the functioning of the University. On the other hand, the Advocate General submitted that the petitioner’s scheme was to sell fake degrees. However, involvement of more persons in selling counterfeit degrees cannot be ruled out and such persons have been linked to the University in one way or other.
The court then added:
“the Court is granting bail to the petitioner, subject to strict terms and conditions, which shall be over and above and irrespective of the contents of the form of bail bonds in chapter XXXIII of CrPC, 1973”.
Further,
“The petitioner shall not leave the country without the permission of this Court and once the Trial Court takes the cognizance, then from the Trial Court”.
